What should I do if my luggage gets stolen by the packers and movers while shifting?

I Recently Shifted From Delhi To Mumbai And Upon Checking The Items Being Delivered To Me, I Noticed That One Of The Luggage Is Missing. I Tried To Enquire The Packers And Movers Company I Hired, But They Are Neither Picking My Phone Nor Answering My Email. I Suspect That They Have Stolen My Luggage. I Am Much Stressed And Do Not Know What To Do In Such A Situation? Please Help Me Out?
